State dropdown: options disappeared after installing PRB best practice module?

 go to > state models

and consider disabling the PRB ones, if you wish to install the problem best practice plugins (including state model) to bring the instance up to date, but wish to opt out of the state model stuff in order to retain existing PRB functionality
